Mr. Bebizuh Mulugeta Menkir

Mr. Bebizuh Mulugeta Menkir is a Senior Associate at HLA specializing in legal research, institutional reform, human rights, and regulatory analysis.

He holds an LL.B from Hawassa University and LL.M degrees in Criminal Justice from Addis Ababa University and the University of Mysore, India.

He has over fifteen years of experience working with government institutions, international organizations, academic institutions, and legal service providers. His previous roles include Senior National Consultant under the EU-supported Criminal Justice Reform Project at the Federal Supreme Court of Ethiopia, Judicial Reform Officer under UNDP, Legal Advisor at the Ethiopian Human Rights Commission, Federal Public Prosecutor, and Lecturer of Law.

His practice focuses on legal research, institutional assessment, governance, and preparation of complex legal opinions and reports.
